The Leadership Question

Was the operation truly short of capacity, or was existing capacity being lost inside the operating system?

The business was carrying persistent backlog and work-in-process while technician productivity remained well below the operation's target. Leadership faced questions about staffing, workflow, parts, dispatch, and physical capacity. What EMS Examined

Work-in-process and aging

More than 100 open repair orders were reviewed to understand where work was accumulating, how long it remained open, and which blockers were preventing completion.

Dispatch and workload flow

The assessment examined how work entered the system, how far in advance jobs were assigned, where dispatch decisions were concentrated, and what happened when key coordination capacity was unavailable.

Parts and customer approvals

Parts lead times measured in weeks, along with customer approval delays, were material contributors to stalled work and distorted the apparent relationship between demand and available technical capacity.

Productivity and usable capacity

Productivity data indicated meaningful unused capacity, but the assessment did not assume that this eliminated every future staffing or facility need. The immediate question was how much performance could be recovered by stabilizing the operating system first.

Diagnostic Conclusion

The operation needed cleaner evidence before making permanent capacity decisions.

The assessment showed that a substantial portion of the performance gap was associated with workflow, dispatch, WIP management, parts, approvals, and management routines. Work waiting for technician or dispatch decisions represented the largest share of stalled WIP, while parts and customer approvals were also significant blockers.

The appropriate conclusion was not simply "do not add people." It was to stabilize the current system, run controlled tests, measure the resulting productivity and capacity, and then make staffing or facility decisions from better evidence.
